The Canal Authority’s draft notice is what changes the voyage. The rest of the isthmus is scenery. The lake is the constraint. Danaos is a public face of the queue, not the lake. Politics do not refill Gatún. Rain does, on a timetable the Authority publishes whether or not the slide remembers it.
