Ministers stand at Mountain Pass or in Western Australia and announce independence. The hole is real. Independence is a later step, and most of that step still happens in China. Rare earths are not rare. Plants that can separate them without wrecking the neighbourhood are rare.
Mountain Pass and Kuantan are different jobs.
MP Materials is the public American miner because it can dig. Lynas is the public non-Chinese separator because Kuantan exists. A Texas or European hall is still the scarce plant: solvents, waste, people who will live near the smell.
Mountain Pass already ships concentrate. If that concentrate still leaves for a Chinese cook, the mine has not moved the constraint.
Policy that funds pits and calls the result a supply chain has funded a hole. Magnets are the next sentence. A generator cares about the NdFeB magnet, not the ribbon on the blade factory.
MP Materials’ Texas cook, Lynas and Vacuumschmelze would change the magnet step if they ran at commercial rate. A blade plant in Iowa that still buys a Chinese magnet has localised only the visible part.
Kuantan is already a neighbour argument as well as a plant. Solvent extraction smells. Waste has to go somewhere. A Western town that wants the jobs and not the waste is allowed that preference.
GE Vernova in Iowa and Vestas in Esbjerg can cut a blade and still wait on a magnet that left a Chinese hall. The ribbon on the blade factory is local.
A Western separator running at commercial rate would change this piece. Another year of announcements about holes would not.
