Friday 18 September the Nikkei closed 65,018.9, up 1.38 percent. Hang Seng sealed that Friday at 24,604.3, down 0.44 percent from the Thursday 17 September close of 24,713.8. Hong Kong closed red with Europe that Friday. Tokyo rose alone. Monday 21 September printed 24,750.8, up 0.60 percent, with Euro Stoxx at 6,318.2, up 1.31 percent, and the FTSE at 10,739, up 0.75 percent. Tokyo did not print a new close that Monday. They do not unprint Frankfurt, and they do not close the July gap.

If you believe the thesis
Friday Europe red against a thin green New York average is not a closed gap. A dollar handle at 99.16 on 4 September is still not the weak-dollar condition the cheap basket needs. Until the remaining ten EAFE sector forward P/Es from the 31 July 2026 sheets are on disk, 4.3 is the honest cut. Comparisons that do not sector-adjust compare a Tech index to a bank-and-industrial index and call the difference a bargain.
If the thesis is incorrect
The dollar index prints four percent below its 200-day and the owned US versus EAFE gap closes. A full sector mix that collapses the 4.3-point remainder would also print that most of cheap-ex-US was Tech weight. USA Real Estate at 1.82 percent is still not on disk. A broker sheet is not that tile.
Tokyo and Hong Kong can rise on the same morning a mixed S&P hides a split. Those prints do not light a watt in Virginia. A Hang Seng bid does not write the interconnect letter in Loudoun County. It does not buy a GE Vernova slot. It is a different map.
