The dates are already on paper. 17 August on a Hefei note. 29 June on a South Boston groundbreaking. 2029 on a Virginia completion. 2028 on a Butler induction furnace. A date is not a part number.
Hefei is the exposed insulator
The letter the catalog actually produced is a bushing shop, not a Virginia bay. Hitachi Energy, 17 August 2026, Beijing and Zurich: $300 million into Hefei, Anhui Province, for power-transformer and component capacity. A new transformer plant. A new ultra-high-voltage bushing facility. A digital tap-changer line. Bruno Melles, who runs the global transformer book, called it part of easing a supply bottleneck, inside a $9 billion global investment plan the company called the largest in the industry. James Zhao: confidence in China's manufacturing ecosystem. Eleven existing sites in the country. Four decades on the ground.
It is a bushing, the insulator that takes the high-voltage exit through the lid, and a tap changer. Those parts have been a recurring import choke. Ultra-high-voltage bushings are few-shop objects. Hitachi just said where it is adding the shop. The $9 billion plan is the honest book. South Boston is a chapter. Hefei is a chapter. Averaging them into Hitachi is building in America is how you miss the serial step.
The US story this summer was domestic capacity. Governor, senators, a 375-ton crane, a rail spur, 825 jobs in Halifax County. Hitachi Energy broke ground in South Boston, Virginia, on 29 June 2026. $457 million. About 825 jobs on about 850 already there. The campus has been a plant since 1968, when it was Westinghouse. Engineering News-Record: more than 300,000 square feet, bays taller than 120 feet, a 375-ton overhead crane, rail out the back. Completion is still 2029. The 17 August note is the twin that the groundbreaking did not mention. It is an assembly plant with a foreign veto.
Export controls, a tariff, a shop fire, a test-bay queue in Anhui: any of those move a US in-service date without a single PJM study changing. The rehearsal theme already named Memphis. The sink theme already named Hefei as the shop. This piece is the insulator on the lid. Do not re-date a 17 August spend as a 2029 winding.
Cleveland-Cliffs Butler Works, in Lyndora, Pennsylvania, is the only US producer of grain-oriented electrical steel. TRAN-COR is the only high-permeability electrical steel made here. Lourenco Goncalves, on the second-quarter 2026 call: induction reheat done in 2028, about 25 percent more GOES at that plant. You can announce a $457 million plant. You cannot wind a core without that coil, or an import, and you cannot energise the tank without a bushing that someone else already makes.
What a groundbreaking cannot do
Cross-asset does not care which crane is hung. AI abundance cares only if the middle's hosting cost becomes a steel-and-insulator cost. It has not, on the invoices those pages already named. The sink theme already named South Boston, Butler, Foundayo, and EMBRAZE. This piece is the lid.
A refutation would look like this: a named first ultra-high-voltage bushing or tap-changer shipment from the Hefei spend, with a Hitachi notice, by 31 December 2028, confirms the $300 million was a line. A South Boston unit that ships with a disclosed non-Hefei bushing source by the same date is the other confirmation: the veto moved. A 2028 of groundbreakings and no part number confirms the twin was a press tour. A 17 August spend is none of those. A $9 billion headline is none of those until a hall says which shop made the insulator.
The honest uncertainty is which object gets a number first. If Hefei ships a named bushing and South Boston is still a crane, the insulator moved and Virginia did not. If a South Boston unit leaves on the rail with a disclosed non-Hefei bushing, the veto moved. If groundbreakings keep coming and no part number appears, the $300 million stayed a tour. Those three sentences can live in the same year. Three hundred million dollars are a fact about one shop. Four hundred and fifty-seven million dollars are a fact about one bay. Neither is a winding on a railcar.
