PJM comments on a 50-megawatt large-load rule closed 3 September

The 60-session Utilities-Technology window through 21 August was minus 0.25 after plus 0.60 a year earlier. Friday did not reopen that ownership trade.

Microsoft and Chevron named Kilby at 2.67 gigawatts for 2028. Amazon named GW Ranch in Texas at up to 7.65 gigawatts behind the meter. Those are purchase agreements. GE Vernova-class slots still run into 2031, and PJM docket ER26-3380 still asks a 12 October order that puts a 50-megawatt Large Load without new steel first to curtail.

    PJM Interim Resource Adequacy Service, docket ER26-3380, closed comments on 3 September and still asks for a 12 October order. A Large Load of 50 megawatts without newly built dedicated supply is first to curtail. ERCOT large-load requests were 474 gigawatts as of June 2026, from 438 gigawatts on 24 May. That is a request pile, not energised load. PJM still has no ERCOT-style request queue.

Dominion has about 4 gigawatts of data-centre load in the 2025 peak and 47 gigawatts contracted against a 16.6 gigawatt 2046 forecast.

If the thesis is incorrect

The large-load queue in PJM and ERCOT falls for two published updates while hyperscaler capex is still rising. Then silicon was the constraint. Gas-turbine lead times at GE Vernova, Siemens Energy, or Mitsubishi shortening by a year across two consecutive quarters would also print that the bottleneck was temporary.

Friday 4 September. Energy was up 1.66 percent. Technology was down 1.51 percent. Consumer Discretionary was down 1.92 percent. Industrials were down 1.79 percent. Utilities were up 0.25 percent. The 10-year rose two basis points to 4.78 percent on the same tape. Week of 17 to 21 August, Utilities fell while the 10-year rose. That was owners leaving. Friday they printed green without a rates gift.

Energy was up. Technology was down. The average hid the split.

The S&P 500 printed 7,718.6, down 0.38 percent. The Nasdaq 100 printed 29,544.2, up 0.21 percent. Advancing issues were 42 percent of the tape. An average that is barely red while fewer than half the names are up is an average that is hiding the list.

The 10-year printed 4.78 percent, up 2 basis points. The dollar index printed 99.17, up 0.17 percent. Gold printed 4,475.9, down 0.35 percent. West Texas Intermediate printed 91.28, almost unchanged. The VIX printed 14.53. None of those marks is a panic. None of them is a reason to call the model trade back.

Through 21 August the 60-session Pearson of the Utilities Select Sector SPDR Fund against the Technology Select Sector SPDR Fund was minus 0.25. A year earlier the same window printed plus 0.60. That was the ownership trade: utilities as a way to own AI load. Friday did not reopen it. Energy led. Technology lagged. The split printed again.

The names that sit on the right side of that clock are the turbine makers, the interconnect queue, and the independent power that can actually deliver electrons. GE Vernova is the turbine. The Utilities ETF is the rate-base sleeve. They are not the same trade. Averaging them is how 2025 plus 0.60 got written and how 2026 minus 0.25 got earned.
